Centrelink & Financial Support for Students
Good on you for seeking formal training — you are the future of aged care. The honest, evidence-based guide to what Centrelink, your institution, and the profession can actually do for you.
If you are studying nursing, aged care, or an allied health discipline — read this before you log into Centrelink. You are training to enter one of the most in-demand, critical professions in Australia. Australia faces a shortage of at least 110,000 direct aged care workers within the next decade unless urgent action is taken to boost the workforce (CEDA, 2021). Every qualified nurse and care worker matters — you are the future of how this country treats its elders. This page tells you exactly what financial support exists for you, in plain language, so you can focus on learning instead of decoding forms.
The Student Payments Quick-Chart
A snapshot of every Centrelink student-related payment. Green = you can likely get it. Red = you usually cannot. Click through to Services Australia for the official application. Two cards apply only to some students: Pensioner Education Supplement is for students on certain other payments (not Youth Allowance or Austudy), and ABSTUDY Fares Allowance is for ABSTUDY students living away from home to study.
Youth Allowance (Student)
Income SupportFull-time students aged 16–24 doing an approved course (Certificate IV+, uni, full-time TAFE diploma). Apprentices 16–24 also qualify.
Can get: YES — if you are 16–24, studying full time in an approved course, and meet the personal income & assets test (and parental income test if considered "dependent").
Cannot get: NO — if you are 25+, studying part time, or your course is not approved. Over 25? You are looking at Austudy instead.
Rate: Income-support payment — approx. $418.90–$677.20/fortnight for single students with no children depending on age and living situation (up to $854.20 with children) as of 1 January 2026, plus possible Rent Assistance.
💡 The #1 student payment for under-25s. Until you turn 22 you are treated as dependent on your parents unless you meet an independence rule (for example, working an average of 30 hours a week for at least 18 months within a 2-year period). From 22 you are treated as independent. Check the rules with Services Australia.
Official page on Services AustraliaAustudy
Income SupportFull-time students and Australian Apprentices aged 25 or over doing an approved course.
Can get: YES — if you are 25+, studying full time in an approved course, and meet the personal income test. NO parental income test (you are automatically independent).
Cannot get: NO — if you are under 25 (use Youth Allowance), studying part time, or your course is not on the approved list. The age cut-off is strict — your age on the day you apply.
Rate: Income-support payment — approx. $677.20/fortnight (single, no children; up to $854.20 with children) as of 1 January 2026, plus Rent Assistance if eligible.
💡 This is YOUR payment if you are a mature-age student retraining into nursing or aged care — a very common path. No parental test, simpler application than Youth Allowance.
Official page on Services AustraliaABSTUDY
Income SupportAboriginal and Torres Strait Islander students of any age in an approved course, plus their apprentices.
Can get: YES — if you are an Aboriginal or Torres Strait Islander person studying full time, part time (some components), or doing an apprenticeship. Additional components for boarding, travel, and away-from-home study.
Cannot get: NO — if you are not Aboriginal or Torres Strait Islander. Non-Indigenous students use Youth Allowance / Austudy instead.
Rate: A range of payments and supplements — often more generous than standard Austudy, plus relocation, travel, and incidental allowances. Check the ABSTUDY policy manual for your exact entitlement. ABSTUDY Fares Allowance (next card) helps with travel between home and where you study, and ABSTUDY has its own version of Pensioner Education Supplement.
💡 If you are an Aboriginal or Torres Strait Islander nursing or aged-care student, always check ABSTUDY BEFORE Youth Allowance / Austudy — it can include components those payments do not.
Official page on Services AustraliaABSTUDY Fares Allowance
Supplement / ConcessionABSTUDY students who need to live away from home to study — secondary students, tertiary students, and master's or doctorate students who do not get Relocation Allowance.
Can get: YES — if you get ABSTUDY (or ABSTUDY Pensioner Education Supplement), study full time, and either are dependent and getting the higher rate of ABSTUDY for living away from home, or are independent and living away from home to study because of travel time or access. It helps with travel between your usual home and where you live while studying, and you can claim before or after your trip.
Cannot get: NO — if you are an Australian Apprentice, or you get ABSTUDY as a student but do not meet those criteria. It is for ABSTUDY only: if you get Youth Allowance, Austudy or Pensioner Education Supplement, you may get a different type of Fares Allowance.
Rate: Services Australia pays the actual costs of approved travel (the most reasonable costs) — there is no fixed dollar rate. Its page lists the types of travel and the costs covered.
💡 If you are an Aboriginal or Torres Strait Islander student who has to move away from home to study, check Fares Allowance as well as your main ABSTUDY payment — you can claim before or after the trip.
Official page on Services AustraliaRent Assistance (with student payment)
Supplement / ConcessionStudents receiving Youth Allowance or Austudy who pay rent above the threshold — when your fortnightly rent is above $157.80 (and you are not living in government/subsidised housing).
Can get: YES — automatic top-up if you receive Youth Allowance/Austudy and pay rent. You must tell Services Australia your rent details. Up to approx. $223.80/fortnight (single, no dependents) or $149.20 shared-rate (20 September 2026).
Cannot get: NO — if you live at home rent-free, in a property owned by a parent/family member, or already receive other rent assistance. Boarding students in college may qualify under special rules.
Rate: Up to approx. $223.80/fortnight (single, no dependents) or $149.20 (single sharer) as of 20 September 2026 — added to your student payment automatically once you report rent.
💡 Report your rent the day you move — not weeks later. Rent Assistance is backdated only to the date you tell them. Many students miss the first month because they forget to report.
Official page on Services AustraliaRelocation Scholarship
Supplement / ConcessionStudents receiving Youth Allowance who move away from home to study, or who are from "outer regional/remote/very remote" areas.
Can get: YES — automatic if you receive Youth Allowance, study full time, and either move away from home or come from a remote area. First year is the largest; subsequent years are smaller.
Cannot get: NO — if you receive Austudy (not Youth Allowance), stay at home, or come from a major city without relocating.
Rate: Up to $5,707 in the first year you live away from home, then $2,854/year in years 2–3, and $1,425/year after that (1 January 2026 rates, if your family home is in a regional or remote area). One payment per year.
💡 If you are a country student moving to the city for nursing school, this can cover your bond, first month rent, and furniture. Apply through your Youth Allowance claim — it is assessed automatically.
Official page on Services AustraliaStudent Start-up Loan
Supplement / ConcessionStudents receiving Youth Allowance, Austudy, or ABSTUDY who want a loan (not a grant) for study costs.
Can get: YES — if you receive a qualifying student payment and opt in. It is a LOAN repaid through the tax system later, NOT free money.
Cannot get: NO — if you do not want to take on debt, or you do not currently receive a qualifying payment.
Rate: $1,349 per loan period (1 January 2026 rate) — optional, loan only, repayable through tax once income exceeds the threshold.
💡 A loan — not a grant. Only take it if you genuinely need textbooks, equipment, or placement costs you cannot fund another way. It becomes a tax debt that reduces your first pay packets as a nurse.
Official page on Services AustraliaConcession Cards (Student)
Supplement / ConcessionRecipients of Youth Allowance, Austudy, or ABSTUDY (issued automatically) OR students with a valid student card from their institution.
Can get: YES — Services Australia issues a Health Care Card automatically if you receive Youth Allowance/Austudy. Your uni/TAFE student card also unlocks transport, software, and retail discounts.
Cannot get: NO — if you are not receiving a student payment AND your institution has not issued a student card (rare — confirm with your student services office).
Rate: Cheaper PBS medicines, bulk-billing incentives, state transport concessions (myki/Opal/Go/Transperth), free or discounted software (Adobe, Microsoft, Notion), and thousands of retail discounts.
💡 The hidden value of being a student. Your student ID unlocks real discounts on software, transport, gym, insurance, and subscriptions — always ask "is there a student rate?"
Official page on Services AustraliaEducation Entry Payment
Supplement / ConcessionPeople who have been receiving certain income-support payments (e.g., Parenting Payment, JobSeeker) for 12+ months and are starting/studying an approved course.
Can get: YES — if you are transitioning OFF another payment INTO study, and you have been on a qualifying payment for 12+ months. Helps with study setup costs.
Cannot get: NO — if you are a new student with no prior Centrelink payment history, or you have not been on a qualifying payment for the required period.
Rate: One-off payment of $208 per year of study — not a loan.
💡 Often missed by mature-age students returning to study from JobSeeker or Parenting Payment. If you are a single parent retraining into aged care — check this BEFORE you start.
Official page on Services AustraliaPensioner Education Supplement (PES)
Supplement / ConcessionStudents who get certain other payments from Services Australia or the Department of Veterans' Affairs that carry PES as an add-on — for example Carer Payment, Disability Support Pension, Parenting Payment single, JobSeeker Payment as a single principal carer, or Special Benefit as a single parent.
Can get: YES — if you get one of those payments and study an approved course (secondary, undergraduate, graduate, certain masters, TAFE, diploma, or a Startup Year course with a STARTUP-HELP loan). Full-time study qualifies. Part-time study (at least 25 per cent of a full-time load) qualifies only if you are a single parent with a dependent child under 16, get Carer Payment, or have a disability, illness or injury that affects your ability to study full time. You must also meet the residence rules.
Cannot get: NO — Pensioner Education Supplement is NOT paid to students who get Youth Allowance or Austudy. Those are student payments in their own right, and neither is on the list of payments that carry PES. Even on an eligible payment you cannot get it for an unapproved course, and there are limits on how long you can receive it.
Rate: Two rates: $62.40 a fortnight at the higher rate, and a lower rate for a lighter study load. Which rate you get depends on your study load and the payment you receive — Services Australia lists the rule for each payment.
💡 This one is for students on payments such as Carer Payment or Parenting Payment single — not for Youth Allowance or Austudy students. ABSTUDY and the Assistance for Isolated Children Scheme have their own versions of PES.
Official page on Services AustraliaWhat Centrelink CANNOT Help With — Don't Waste Your Time
Payment for unpaid clinical placements
Centrelink does not pay you directly for the weeks of unpaid prac you complete in aged care or hospital. You may be eligible for the Commonwealth Prac Payment (separate program — see below), but Youth Allowance / Austudy do not increase during placement.
Reimbursement of textbooks, uniforms, or equipment
Centrelink does not refund your stethoscope, scrubs, nursing shoes, textbooks, or clinical equipment. These are covered by the Student Start-up Loan (a loan, not a grant) or scholarships.
Top-up if you work part time and earn too much
Youth Allowance and Austudy have income tests. If your casual/shift work pushes you over the threshold ($539/fortnight before it starts reducing, as of 1 January 2026), your payment reduces. Earn enough and it stops — even if you are a full-time student.
Payment for part-time study
Youth Allowance and Austudy generally require FULL-TIME study, as your institution defines it. If you drop below a full-time load, your payment can be cancelled — even mid-semester. Check your study load with Services Australia before reducing subjects.
Back-pay before your application date
Payments are generally backdated only to the date you lodge your claim, not to when the semester started. Lodge your claim the moment you enrol — every week you delay is money lost.
Payment while overseas for study/holidays beyond limits
Student payments have portability limits — usually a short period for holidays and longer for approved overseas study. Extended time overseas without approval can suspend or cancel your payment.
Child care help (a separate claim)
Centrelink student payments do not include child care help. If you are a student parent, the Child Care Subsidy is a SEPARATE claim through Services Australia — apply for it independently. It is not free for most families.
Help with HECS-HELP or student loan repayments
Centrelink student payments do not pay down HECS-HELP debt. HELP debts are repaid through the tax system once your repayment income exceeds the minimum threshold — set each income year by the ATO (Australian Taxation Office, 2026). From the 2025–26 income year, repayments are calculated using marginal rates, so you repay only on the income above the threshold. The same thresholds apply to the Student Start-up Loan. In 2025 Parliament passed the Universities Accord (Cutting Student Debt by 20 Per Cent) Act 2025 (Cth), which reduced student loan debt by 20 per cent and set up a fairer repayment system. See the ATO page for the thresholds that apply to the current income year.
Financial Smarts — Studying Without Going Broke
Student life is tight. But there are legal, sensible ways to make your income stretch further. Every strategy below is free to pursue.
Claim EVERY student discount
Your student ID unlocks discounts on transport, software (Adobe, Microsoft, Notion, Spotify Premium + Headspace), gym, insurance, cinema, retail, and mobile plans. Always ask "do you have a student rate?" — the savings are real and easy to miss.
Apply for the Commonwealth Prac Payment (from 2025)
From 1 July 2025, the Australian Government pays a Prac Payment of $338.60 per week (as of 1 January 2026) to eligible domestic students on a mandatory placement in a Bachelor's or Master's degree leading to entry to practice in teaching, nursing, midwifery or social work, or a VET Diploma of Nursing. The Commonwealth Prac Payment is delivered by the Department of Education — apply through your higher education provider (TAFE and RTO Diploma of Nursing students use the Your Career website). You must also either be on an Australian Government income support payment (for example ABSTUDY, Austudy or Youth Allowance) or meet a Need to Work Test and an Income Test (income threshold $1,536.37 per week before tax, as of 1 January 2026). Check that your course is on the eligible list.
Use the Financial Information Service (FIS) — free
Centrelink FIS officers (132 300) give FREE financial information about your entitlements, budgeting, and managing on a student income. They are not financial planners and will not sell you anything. Use them.
Scholarships first — loans last
Before you take the Student Start-up Loan, exhaust scholarships. Your uni/TAFE has equity, regional, Indigenous, and discipline-specific scholarships (nursing, aged care, allied health). Many go unclaimed because students do not apply. Visit your scholarship office in week 1.
Track placement costs for tax
Self-education expenses (textbooks, equipment, travel to placement, stationery) may be tax-deductible once you are earning nursing income and the study relates to your current job. Keep EVERY receipt. Use the Expense Log on this app to record them.
Check institution-specific hardship funds
Every Australian university and TAFE has an equity/discretionary hardship fund for students in financial crisis (unexpected bills, placement costs, family illness). These are grants, not loans. Apply early — funds run out. Your student services office administers them.
Negotiate flexible work with your employer
Under the Fair Work Act, many employees can request flexible work arrangements if they are studying or have caring responsibilities. Aged care employers are often supportive of nursing students — ask for rostering around placement, not just around class.
If you care for someone too — claim BOTH
Student carers are often invisible. If you provide daily care for a family member AND study, you may be eligible for Carer Allowance (no income test) ON TOP of your student payment. See the Carer Payments Guide. If you get Carer Payment and study an approved course, Pensioner Education Supplement may also apply — it is not paid with Youth Allowance or Austudy. Do not assume you have to choose.
Use OPAN for placement-related aged care concerns
If something goes wrong on your aged-care placement (unsafe practice, witnessed abuse, unreasonable demands), the Older Persons Advocacy Network (1800 700 600) provides free independent advice — including for students. Document concerns in writing.
Build a professional portfolio from day one
Keep a record of your placements, reflections, and continuing professional development (CPD). Nursing and Midwifery Board of Australia and AHPRA require evidence throughout your career. Use the Student Notes Template on this app — it sets up your CPD habit early.
The Future — Where This Career Goes
You are not just studying for a job — you are building a career. Aged care and nursing have genuine, well-paid leadership and specialty pathways. Here is what the ladder looks like, and what you can earn at each rung.
Stage 1
Now — Student / Trainee
Typical Roles
Nursing student, Cert III/IV Individual Support, Allied Health Assistant, AIN (Assistant in Nursing)
What You Earn / Receive
Youth Allowance / Austudy / ABSTUDY + Rent Assistance + Relocation Scholarship + student concessions + Commonwealth Prac Payment (from 2025) + ABSTUDY Fares Allowance (ABSTUDY students living away from home) + Pensioner Education Supplement (only if you get an eligible payment such as Carer Payment — not Youth Allowance or Austudy) + scholarships
💡 You are building the foundation. Work as an AIN or PCW casually to earn while you learn — aged care employers often roster around placements.
Stage 2
Graduate — Year 1–2
Typical Roles
Registered Nurse (Graduate), Enrolled Nurse, Personal Care Worker (qualified)
What You Earn / Receive
Full income — student payments STOP once you earn above thresholds or finish study. Transition to employer salary + super. Some graduate programs offer retention bonuses.
💡 Your first qualified role. Aged care, acute, and community streams all recruit graduates. Salary packaging may be available with some charitable and not-for-profit employers. The FBT exemption caps depend on the type of employer — the ATO publishes capping thresholds of $30,000 for public benevolent institutions and health promotion charities, and $17,000 for hospitals and ambulance services (per FBT year, grossed-up value). Confirm your own entitlement and the current figures with your payroll team.
Stage 3
Developing — Year 3–5
Typical Roles
Clinical Nurse, ANUM (Associate Nurse Unit Manager), Specialist RN (dementia care, palliative, wound, infection control), Team Leader
What You Earn / Receive
Above-award wages + weekend/penalty rates + salary packaging + potential postgraduate study support from employer. Many employers fund or subsidise specialty postgrad certificates.
💡 This is where specialty begins. Dementia care, palliative care, wound management, and infection control all have postgraduate pathways — often employer-funded. Consider NMBA endorsement pathways.
Stage 4
Advancing — Year 5–10
Typical Roles
Nurse Unit Manager, Clinical Nurse Consultant, Nurse Educator, Quality & Compliance Manager, Director of Nursing
What You Earn / Receive
Senior salary bands + leadership allowances + salary packaging + CPD budgets + conference funding.
💡 Leadership roles in aged care are in critical demand. Aged care reforms (Aged Care Act 2024, registered nurse 24/7 mandate, AN-ACC) have created new senior clinical and governance roles.
Stage 5
Leading — Year 10+
Typical Roles
Director of Nursing, Facility Manager, General Manager, Clinical Governance Lead, Nurse Practitioner (dementia/aged care), Academic / Researcher
What You Earn / Receive
Executive salary + performance bonuses + super (at least 12% — the super guarantee since 1 July 2025) + salary packaging + share/equity (some providers) + academic salaries (university sector).
💡 The ceiling is high. Nurse Practitioner (dementia specialty) is a growing pathway — you diagnose, prescribe, and lead clinically. Academic and research careers (Wicking Centre, dementia research) are real, paid, evidence-generating careers.
